Fluor, JGC Complete First Phase of LNG Canada Project


Venture Working on FEED Services for Next Stage of Expansion Plan

A joint venture (JV) formed by Fluor and JGC Corporation has wrapped up work on Train 2 of the LNG Canada project, marking the completion of the initial phase of the country’s first-ever large-scale liquified natural gas export facility.

The liquefaction unit was safely handed over to LNG Canada, itself a JV made up of energy firms Shell, Petronas, PetroChina, Mitsubishi Corporation and KOGAS, on Dec. 1, JGC said in a statement.

“The completion of Train 2 marks a significant milestone not only for LNG Canada but also for the global energy industry,” said Masayuki Sato, representative director, chairman, president and CEO of JGC Holdings Corporation.

“Following on from the first phase, JGC Corporation and Fluor Corporation are currently carrying out the front-end engineering and design (FEED) update services for the second phase of the expansion plan that the client is considering and will continue to contribute to its realization.”

James Ticer, senior vice president and LNG Canada project director at Fluor, said safety and the environment was a priority during the construction phase. “This included economic sustainability by spending more than $3.3 billion CAD on goods and services contracted with indigenous businesses and JVs and more than $550 million CAD with local area businesses.”

The LNG Canada plant, located in Kitimat, western British Columbia province, comprises a natural gas receiving and liquification facility, a marine terminal with the capacity to accommodate one LNG carrier, a tugboat dock and LNG loading lines. The facility also boasts LNG processing units, storage tanks, a rail yard, a water treatment facility and flare stacks.

The plant, which loaded a first cargo in June 2025, is producing 14 million tons per year of LNG, equivalent to about 1.84 billion cubic feet per day, with Phase 2 planned to double that capacity under a 40-year export license.

Fluor, JGC, Shell, Petronas and Mitsubishi Corporation are members of the Breakbulk Global Shipper Network (BGSN).
